Engenheiro no Departamento de Engenharia de Telecomunicações ( ANTEL); Engenheiro de projeto em sistema de comunicações e Telecontrole por alta tensão (Main &amp;amp; Asoc); parte do staff de Desenho de sistemas de dados com correção de erros (Philips Holanda); Gerente de serviço técnico de computadores Texas Instruments (ACCSA).&lt;br /&gt;Atualmente na Gerencia de Projetos de Tecnologias da Informação em Conatel SA (uma das principais empresas de telecomunicações do país),&lt;br /&gt;Quando estudante eu entendi que a docência era uma excelente via de crescimento humano e acadêmico, desde esse momento venho desempenhando diversas atividades docente tais como: Professor assistente de Propagação em Antenas na Facultade de Engenharia, Professor em Comunicações de dados na Universidade Católica em Uruguay, Professor no curso de linha de Redes de Nova Geração da ITU, Suiza; I`ve been married since 1973. Susana, my wife, and I have four children and a lovely grand daughter.&lt;br /&gt;I got my degree in Engineering , majoring in the field of Telecommunications at the Universidad de la Republica, in Montevideo Uruguay. I got a MBA at Universidad Catolica de Montevideo, and Project Management Professional Certification by PMI Institute, USA. I got a Post Degree Diploma on Electronic Design Engineering at Philips International Institute, Eindhoven, The Netherlands.&lt;br /&gt;I was Project Manager of the Movicom Cellular Project, the first company to introduce Cellular telephony in Uruguay (called Movistar at the moment). I also held the position of Engineer at ANTEL, Project Engineer at the Communications and Control System of a Hydro- power Project for Main &amp;amp; Asoc; Staff member fo the Data Error Correction System Design at Philips ISA Laboratories , Eindhoven , The Netherlands; Technical Manager at Texas Instruments Computer Cº ACCSA.&lt;br /&gt;I am currently Project Manager in Information Technology Projects at CONATEL S.A. (one of the main telecommunications private companies in Uruguay&lt;br /&gt;As a student I understood that teaching was an excellent way of developing, both, as a human being and academically. That is the reason why since then I have been developping several teaching activities such as Assistant teacher of Propagation and Antennas at Universidad de la Republica, Engineering University, Data communication Teacher at the Universidad Catolica, Online Teacher in the Course of New Generation Networks for ITU Geneva, Switzerland. Increase innovation potential of IEEE leaders providing &lt;strong&gt;workshops and on line seminars about management, leadership, innovation and creativity.&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;4. Promote industry support signing agreements at convenient conditions for IEEE members with professional organizations like PMI, ISACA, eLAC, CARICOM, OEA , BID, EuriAID, Government and Private companies in order to &lt;strong&gt;lead development efforts with industry in favor of the IEEE members&lt;/strong&gt;.&lt;br /&gt;&lt;br /&gt;5. MARGIN: 0px 10px 10px 0px; CURSOR: hand" alt="" src="http://1.bp.blogspot.com/_t_2NoXqQ0Cc/Rgcjz3QMSMI/AAAAAAAAABc/H8mA5qwRrYM/s200/IMG_0622.JPG" border="0" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Universidad de Santiago was the first visit, the Dean of the Engineering University Hector Kaschel introduced authorities of the University and many interesting topics were discussed .&lt;br /&gt;&lt;br /&gt;IT was confirmed that 1200 students are participating in the regular courses of Electrical Engineering, some issues about accreditation process was open, IEEE put a comment on the commitment of IEEE helping Universities that need to enter into accreditation process like the ICACIT of Peru and seminar held also on Peru during 2005-&lt;br /&gt;Universidad de Santiago requested IEEE to provide information on options for Digital Library access in order to reduce the costs.&lt;br /&gt;IEEE informed about plans for joining local Universities into a consortium in order to reduce costs for Digital Library access.&lt;br /&gt;IEEE also introduced new programs like Teacher in service Program and introductory topics on emerging technologies.&lt;br /&gt;IEEE presented new products like ieeeTV , a very interesting video on demand proposal for keeping members updated in new technologies and trends as well as to have the opportunity to view discussions on technical topics by IEEE experts.&lt;br /&gt;After the introductory visit, we went to the Director of Engineering office Ricardo Hinojosa where other professors and students of the local branch were introduced During this part of the visit the students did comment that a electric car race is being organized among universities in Chile and 10 groups are doing their design of the vehicles that will participate in the race during November.&lt;br /&gt;After the discussion a presentation was given by Celia Desmond about&lt;br /&gt;“ Communication for Engineers” stressing the needs for engineers to communicate their ideas and proposals efficiently and properly in order to get better results and things to occur as part of the human relationship between professionals and other people.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;After the talk many students approached Celia Desmond to ask her about many isues related with the talk.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Finally a lunch was offered by University authorities to delegation that was very useful to continue approaching other topics that will enhance the relationship between IEEE and the University.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href="http://2.bp.blogspot.com/_t_2NoXqQ0Cc/Rgci8HQMSLI/AAAAAAAAABU/qiSaZ3BYu4c/s1600-h/IMG_0670.JPG"&gt;&lt;img id="BLOGGER_PHOTO_ID_5046040323626387634" style="FLOAT: left; MARGIN: 0px 10px 10px 0px; CURSOR: hand" alt="" src="http://1.bp.blogspot.com/_t_2NoXqQ0Cc/Rgck63QMSNI/AAAAAAAAABk/0qo7cDSvKNI/s200/IMG_0689.JPG" border="0" /&gt;&lt;/a&gt;The delegation was very interested with all issues presented by both professional associations, researchers, student members and women in Engineering representatives.&lt;br /&gt;&lt;br /&gt;During the evening a dinner with typical Chilean dancers from many different regions was offered by Chile Section as a very nice farewell ceremony to close the visit to Chile.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;IEEE delegation will provide information and coordinating efforts to comply with requests retrieved during the tour concerning:&lt;br /&gt;• Distinguished Lecturers programs details&lt;br /&gt;• Joint Consortium for Digital Library access&lt;br /&gt;• Accreditation information&lt;br /&gt;• Student and member fees&lt;br /&gt;• Awards&lt;br /&gt;• Abstracts and papers publications and Copyrigths&lt;br /&gt;• Tryengineering services&lt;br /&gt;• On line seminars with nearly no cost for Region 9 to enhance communication among sections, student branches and technical events.&lt;br /&gt;• Certification programs&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;URUGUAY&lt;br /&gt;&lt;br /&gt;Next country visited was Uruguay.&lt;br /&gt;Visit started on September 29 aftrernoon, to use the short time available, delegation was split in two subgroups in order to visit two universities simultaneously.&lt;br /&gt;Group 1 included Peter Staecker, Mary Ward-Callan visited the ORT University.&lt;br /&gt;In spite that ORT University was on holliday from Friday to Monday due to religious festivity Jom Kippur the Dean Mario Fernandez and other proffesors received the delegation and discussed about IEEE benefits for Universities.&lt;br /&gt;&lt;br /&gt;Group 2 included Celia Desmond, Cecilia Jankowski and Pedro Ray visited the Catholic University , Dean Omar Paganini and IEEE Bio Engineeering Chapter Chair Enrique Ferreira greeted the visitors and started a discussion about IEEE options for accessing Digital Library, DL tours and new student branch being formed.&lt;br /&gt;&lt;br /&gt;After that, Pedro Ray closed the IBERSENSOR 2006 congress with a talk about Technology and IEEE support for science research and education.&lt;br /&gt;The talk was given in the conference hall of ANTEL, a modern building with excellent facilities for presentations and conferences.&lt;br /&gt;More than 80 people listened to the talk that was fluently provided in Spanish to the maximum benefit of the audience.&lt;br /&gt;&lt;br /&gt;ANTEL President Maria Simon was also present and a local Television Channel “Teledoce” interview Celia Desmond and Pedro Ray asking them about IEEE, and why they are visiting the country.&lt;br /&gt;Pedro Ray explained to the TV Reporter the basics of IEEE, Vision and Mission and why IEEE organizes every year a tour that this 2006 visits Chile, Uruguay and Argentina&lt;br /&gt;&lt;br /&gt;Later after congress people had left, Celia Desmond presented her talk “Trends in telecommunications and Project Management for Telecommunications”&lt;br /&gt;More than 90 people interested in Project Management and Telecommunications listened to Celia Desmond Presentation .&lt;br /&gt;&lt;br /&gt;That evening , a welcome dinner was held.&lt;br /&gt;Guests included local officials the Deans of the four universities in Uruguay, vice minister of Energy, the president of Engineering Association, the president of local PMI group, representatives of student branches and Chairs of every IEEE Chapter active in Uruguay, as well as past IEEE chairs, one past director and one past treasurer of R9.&lt;br /&gt;Also present in the dinner was the president of Antel Ing Maria Simon and the president of UTE and Salto Grande Dam Ing Echeverria.&lt;br /&gt;Classic Music was played during the reception to entertain guests.&lt;br /&gt;During the dinner the guests had the chance to meet and start considering future projects with the collaboration of IEEE as well as other educational and professional activities.&lt;br /&gt;&lt;img id="BLOGGER_PHOTO_ID_5046043897039177954" style="DISPLAY: block; MARGIN: 0px auto 10px; CURSOR: hand; TEXT-ALIGN: center" alt="" src="http://2.bp.blogspot.com/_t_2NoXqQ0Cc/RgcmMHQMSOI/AAAAAAAAABs/WD_-qS101aI/s320/IMG_0727.JPG" border="0" /&gt;&lt;br /&gt;On Saturday morning the delegation visited Zonamerica, a technological development initiative that promotes investments under special favorable conditions.&lt;br /&gt;Zonamerica is located 25 Km east of Montevideo City and holds many Corporations that contract local professionals for their worldwide operations.&lt;br /&gt;&lt;br /&gt;A talk about actual development of the Initiative and regulations was given to the delegation.&lt;br /&gt;&lt;br /&gt;The Group was guided around the premises and could see some interesting facilities for bio research labs installed on the Campus.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;During the presentation the speaker informed about a plan in evaluation to build a new University on the premises as well a small town.&lt;br /&gt;Some Software companies like Tata Consulting Services from India have 700 programmers that represents a tremendous need for skilled profesionals in such a small country.&lt;br /&gt;Also the many of the biggest Call Centers of the country are located in Zonamerica, providing Helpdesk in a variety of different languages like Portuguese, Greek, English and Spanish to customers in Europe the Caribbean and USA.&lt;br /&gt;&lt;br /&gt;The Group toured to the east of the country , and had the chance to have lunch and a good time for integration at Las Cumbres, very close to Punta del Este.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;One of the objectives of the afternoon was to allow an overall view of Punta del Este considering that the section Uruguay is evaluating a suggestion to hold a regional annual meeting there.&lt;br /&gt;&lt;br /&gt;Monday October 2&lt;br /&gt;&lt;br /&gt;During the morning two more Universities were visited, again the group split in two subgroups in order to have the chance to visit within the available short time, all four universities that exist in the country.&lt;br /&gt;&lt;br /&gt;Peter Staecker and Cecilia Jankowski visited Universidad de Montevideo and Peter Staecker presented his Talk about Geosensors to the students.&lt;br /&gt;Manuel Veiga the vice Dean of the university and Nicolas Daoudian the Student branch president held discussions about initiatives and IEEE benefits and options for students, and show the IEEE delegation the University that has a new career in Telematics.&lt;br /&gt;The other group formed by Celia Desmond and Mary Ward-Callan visited the University of Engineering , the state University the largest and oldest in Uruguay.&lt;br /&gt;&lt;br /&gt;The speakers asked about membership fees and access to Digital Library.&lt;br /&gt;IEEE delegation introduced the idea of Joint Consortium among Universities and Industry, already considered during the dinner with ANTEL president Maria Simon.&lt;br /&gt;IEEE also introduced IEEETV, Tryengineering and Introduction to new technologies programs.&lt;br /&gt;DL tours were discussed and next planned communication chapter DL for early November was commented. SUMO competition with Robots was announced by the Dean of Computer division to be held in Montevideo in early November.&lt;br /&gt;The institute of Electrical Engineering was visited later.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;A friendly atmosphere was established that day continued later during the visit to the Institute of Computer (INCO) of the Universitiy as can be seen on the next picture:&lt;br /&gt;&lt;br /&gt;There MSC Alfredo Viola made comments about the Information Technology Workshop (ITW06) held in Punta del Este for 3 days in last March with the help of IEEE and HP. Viola commented the success of the Workshop and how important was the participation of IEEE.&lt;br /&gt;In the afternoon the local section organized a meeting including the student branch of Universidad de Montevideo, the Computer Chapter by Horacio Paggi and the Power Enginering Society by Marcos Andrade.&lt;br /&gt;The students presented a very interesting and fluid talk on their activities, reasons that led them to form the branch and provided information on recent technical tours&lt;br /&gt;&lt;br /&gt;They informed about a visit to a TV station on a hill as well as provided details of the next National Branch Meting NRN2006 to be held in Montevideo next October 27 and 28 and other possible tours.&lt;br /&gt;They consider technical tours a big attractive for students to join the IEEE student branch.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Besides same general information requested by Chile section that will be also informed in other countries, some specific Open issues for Uruguay include:&lt;br /&gt;&lt;br /&gt;• Information on consortium for Digital Library access at convenient rates.&lt;br /&gt;• Information on participation of local members on the IEEE effort to build a portal with preliminary and basic information on new technology trends New technology communities.&lt;br /&gt;• Additional infomation on Ways to coordinate DL Tours with other countries.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;ARGENTINA&lt;br /&gt;&lt;br /&gt;The local organizer for the visits in Argentina was IEEE member Luis Remez.&lt;br /&gt;The RAB/TAB delegation started the visit in the University Of Buenos Aires (UBA) the largest and oldest Engineering University of Argentina.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The Dean Carlos Rosito and the academic secretary Juan Carlos Fernandez presented the status of different careers and issues that have the more than 8000 students in that University.&lt;br /&gt;The UBA generates more than 500 professionals per year in 10 specializations and that number is not enough for the industry demands.&lt;br /&gt;They commented that durig the 2002 crisis the student population declined severely and few students selectd engineering studies, but now the trend is reverted.&lt;br /&gt;&lt;br /&gt;After the opne discussion Pedro Ray presented his talk on Technology and the IEEE support for science, research and education.&lt;br /&gt;After that IEEE provided information on Global accreditation, the ICACIT of Peru, The Teacher in service Program, the IEEE ISTO and members visit to congress based on country indexes.&lt;br /&gt;The group then went to the ExpoCOMM exhibition to greet Kichael Ligthtner before his presentation.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;During the lunch an award was given to Marta Correa de Castro the local administrative supporter of IEEE activities&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The Talk given by Michael Lightner had an important number of atendees that after the talk presented many interesting questions&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;After the talk another award was given, this time to Ing Oscar Fernandez founder of IEEE Argentina section.&lt;br /&gt;&lt;br /&gt;That night students and members joined a dinner with the group&lt;br /&gt;&lt;br /&gt;The next morning and introduced by Enrique Draier , Oscar Galante the general coordinator of SECYT received the group at the Instituto de emprendimientos Cientificos y Tecnologicos.&lt;br /&gt;He informed that the government at Argentina provides financial support for seven areas including Energy and Transportation.&lt;br /&gt;Argentina has plans for wind , solar and tide energy and made a comment about solar panels deployed in the North of the country&lt;br /&gt;He also informed that Argentina Chairs the ALTEC for the period 2006-2007 that every 2 years changes country, 1985 was in Brasil, 87 Mexico, 89 Argentina, 91 Colombia, 93 Cuba, Venezuela, 95 Chile, 99 Spain, 2001 Costa Rica 2003 Mexico and 2005 Brasil.&lt;br /&gt;&lt;br /&gt;Ing Galante informed also that BID has an agreement with Argentina for US$ 510 millions for the next 5 years to support research and development including Electrical Engineering.&lt;br /&gt;He named Ernesto Quiles as responsible for plans of Transportation and Energy.&lt;br /&gt;Last ALTEC congress received more than 1500 papers, and next one is planned for October 2007.&lt;br /&gt;&lt;br /&gt;After lunch , a meeting organized by Norberto Lerendegui was conducted at CICOMRA, where IEEE Argentina usually holds conferences.&lt;br /&gt;A complete list of issues was distributed before the meeting in order to let the everybody participate and answer the questions for both IEEE delegation and local Section.&lt;br /&gt;&lt;br /&gt;Students presented also the RNR to be held in San Juan Argentina and got interested in participating in other RNR in close countries as well in RRR.&lt;br /&gt;&lt;br /&gt;The discussions that lasted hours was very important for all, everybody put questions and many interesting issues were discussed&lt;br /&gt;&lt;br /&gt;During the meeting coincidentaly an on line seminar via Internet free for IEEE members was being conducted, some participants had the chance to ask questions about the tool and could see some slides of the presentation.&lt;br /&gt;&lt;br /&gt;A farewell dinner was provided that night by IEEE Argentina at “Madero Tango” a large restaurant with typical Tango dancers that delegation, and IEEE local authorities enjoyed that night.&lt;br /&gt;&lt;br /&gt;That was another opportunity to socialize and put many issues to the consideration of the IEEE delegation in order to improve the cooperation and relationship with local section and chapters.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;CORDOBA&lt;br /&gt;&lt;br /&gt;Next Morning the group visited the University of Cordoba lead by IEEE member Ing Oscar Taborda.&lt;br /&gt;The meeting was conducted by the dean and academic secretary&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;During the meeting many questions aroused about benefits of IEEE and difference between Society membership and IEEE membership.&lt;br /&gt;&lt;br /&gt;IEEE delegation was informed that a Motorola development center is located nearby the University and attracts many professionals that study at the University.&lt;br /&gt;&lt;br /&gt;Intel also has a local facility that attracts many Professionals.&lt;br /&gt;&lt;br /&gt;IEEE informed about new initiatives for continuous education and professional certification plans, as well as Teacher in service programs.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the afternoon a new meeting with student members presented the opportunity to discuss improvements on the access to technical information.&lt;br /&gt;&lt;br /&gt;Students requested IEEE to provide them an English teaching program to facilitate the access to many IEEE original documents and also information of the industry considered a very important initiative because as they said “English is the language of Science and technology”.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;After that meeting with students, Celia Desmond lectured about “Trends in Telecommunications “ in the conference room of the University.&lt;br /&gt;Desmond discussed the introduction of new kind of telephone service providers never considered as such only few years ago.&lt;br /&gt;The revolution of the industry is a real challenge to the established operators that need to join efforts even with old enemies in order to cope with the increasing offer of inexpensive services, not reliable in the past but today being adopted by many corporations to satisfy their communications needs.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Finally at the end of the Visits program, friends say good by at the Hotel and all hope to have been proactively providing vital information from first source to the TAB/ RAB delegation for important decisions in the near future that will impact on all members and students of the region.&lt;br /&gt;&lt;br /&gt;After this visit, local hosts expect that many initiatives will be worked by IEEE to promote and enhance even more the successful performance of the R9 sections by providing access to first class technological information and tools for the benefit of the
